On a scale of 1 to 10, how good do one have to be in japanese to be able to read Oregairu?

I'm going to assume that 1 is "I can read hiragana" level and 10 is "I can read the Tale of Genji".
Oregairu would be about a 6, by my reckoning. The kanji is not difficult (though there isn't much furigana). You'll barely need a dictionary if you've passed N2. Understanding it is less about language skills and more about cultural literacy, I think. A lot of sentences will go way over your head even if you understand the literal meaning.
