So a map will not be disqualified because they are from IIDX. It is rankable and BN will be able to rank them and they will only be removed upon the request from konami because we are already stating their rights when we upload the map. Am I correct?

Nothing will be disqualified or is unrankable due to a copyright claim. Anyways, every map can be removed with a copyright claim if the artist/copyright owner requests it to be removed. Please read up our Terms of Services. It is very well explained there.

why are there so many old forum posts that say "This map has been deleted on the request of its creator. It is no longer available."? Even in threads which aren't related to beatmaps.

I think it is some ancient remain of a bug where forum posts got lost internally. And this message left over as fallback.

And how about if the banned guy allows his friend to rank it?

Then the hoster still needs to map majority of the set. Else it is unrankable.
