I don't have a problem with singletapping or reading. I alternate and play ez, but the jumps really kill me. I can read them fine, but I can't play them at all.

Reading jumps and playing jumps is the same thing. If you can't play jumps then you can't read them.
Maybe you can "see" them but not read. "Read" would imply
1. Planned ahead the direction + speed to move on between two subsequent circles
2. Planned ahead the timing to press on when landing
If you only see where circles appear but can't plan ahead in time what to do with them then you didn't read them :v practice planning ahead~

nope, everything is fine now. I started working on having more regular sleep hours and all the other stuff kind of fell into place along with it

But when I get back to 160, I stream terrible compared to the start of my session. My fingers feel tired but I don't if it's normal. I can hit 300s easily on single/triples but >5 is terrible. Do I just lose my finger control like this. Am I lacking stamina? Because I can continue at 190 bpm. Help!

you need to practice playing longer streams more. and by longer I mean real long, 200 circles in a row or more, on the highest OD. do that for several days and you'll already notice a difference. (also do it on different bpms, and start from 140, not 160)

i don't find that much good maps for low ar, do you have any suggestions?

take your favorite maps, open in the editor, duplicate the diff, and give it low AR

how can i improve my accuracy? i think accuracy is about consistency, especially reading and finger control, but it's so hard to improve at accuracy

accuracy is a summary of being consistent with all other skills, so really just keep playing normally and try to improve your scores and it should improve naturally over time.
the key for improving accuracy is basically just keeping track of your scores and trying to get better ones each time. if you play without caring about your results it won't really improve. a lot of it is mentality.

Could low scrollspeed in osu!mania give the same reading benefits as low AR training in standard? Is low scrollspeed a valid way to train mania skills?

it is. I start every session in LR2 by practicing the following 3 things:
1. slowjam. i.e. playing with half my regular scroll speed.
2. playing jack-heavy songs. gotta warm up your wrists.
3. gambol. i.e. playing on a very high judge (accuracy) difficulty.
after that going into 'regular' songs feels pretty cool and smooth
