MLB teams have at least 4 starting pitchers. Why can't a team use these 4 every game to pitch 2-3 innings instead of the the current system using several relievers?

Well they could, but that would take a giant toll on an arm. Closets, those who train to pitch daily, aren't even able to pitch every game. They only throw one inning.
