Okay. This is gonna be a long answer. So basically, we as humans are able to substitute different food items for meat because we have evolved our digestive systems and whatnot to accommodate that. Canines(a.k.a dogs) do not have that level of evolution. So they still need to have meat within their diets. As well as they are carnivores. Meaning their bodies are meant to process mostly meat. Whereas humans are omnivores and are able to process even amounts of meat and vegetables. So a only veggie diet is fine for our systems. Also, we humans were never meant to drink milk from another species. That's why people are lactose intolerant, because our bodies were never made to digest the milk of cows. Only the milk of humans.
So no, they should not be forcing their dogs to eat vegan.
To answer the latter part of the question, yes I do believe that vegans can take care of dogs, as long as they realize that dogs have different needs than humans. You wouldn't feed fish food to a parrot. Why? Because every species has their specific diet that they need. Each species has been made with its own individual system of what it can and cannot process. And what it needs to function correctly.
I know plenty of vegans who I would happily let watch my dog because they know that my dog needs a different diet than the one they have for themselves.
