money is important, what you define as basic needs must be met in my opinion, so if u can't afford a good school, and a proper health insurance for example I'd say wait on kids until you save some money or secure a good job that'll be able to provide for your kids (together with your partner, because kids benefit from the resources of more than one parent usually)
