If you believe emotions are hard to label due to their complexity, do you believe it is right to blame those who do not know how to handle them?

It could be argued that most people don't know how to handle emotions. Emotions as an underlying layer of oneself will get the better of them at one point or another. I don't like the idea of blame personally. It resolves nothing, what's more important is to try to rectify what has been done and help "the person of blame" so they are "smarter" in the area.

Hate is a form of fear, do you agree?

No. I don't agree. Hate doesn't need to be born from fear to exist. But these are complicated emotions, trying to boil them down to single words is almost silly.
