But as to the second part of the question why would secular authority care about heresy. The secular authority might care about heresy as they care for the common good. As the existence of God can be proven by reason alone and God being the highest good it would be necessary for the good of society to serve God.
As for the secular police arresting people for heresy recently I have only heard of that in some Muslim countries.
