Why are people who aren't born or raised on USA soil able to become politicians in America

When you become a citizen, when you earn your citizenship you become part of America. This makes you an American and all Americans have the right to follow whatever path they choose as long as it doesn't hurt anyone else. You don't have to be born here or have grown up here. That's the way it works. That's the way it has always worked.
Though in some places to be elected you have to have lived here or in a certain area for a predetermined amount of time and your chances of being elected are probably much higher if you have lived here for a while and can relate to the struggles other Americans have/do face.
