No, that's called a preference. I'm more attracted to women than I am to men, but that doesn't make me a misandrist. It would be racist if you refused to date a specific race entirely because of some outdated racist ideology.

It depends on how you go about it. For example, I feel like if you were to say “I’d never date a person of [a certain race]”, then that would probably be racist because you haven’t met everyone of that race and can’t possibly know if every single one of them isn’t worth dating. Acting as though any given race is a monolith is racist. But, be careful, in the same sense as how not all robbers kill, not all racial preferences are racist. Meaning that someone with a racial preference because they’re racist is indistinguishable from someone with a racial preference for other reasons and you will be treated as such. So, it’s not racist but it depends on your reasoning and how you present/conduct yourself regarding it.
