Sure it is, but doing so is good practice for increasing index speed.
Then again, you can use your wrist during singletapping and press it down again during streams.

lifting your wrist will make you start using different muscles than just your fingers in order to make your streaming faster. This is not a bad thing necessarily, but if you use this technique on lower bpm, it may likely cause you some trouble. Maintaining high accuracy is in any case much easier if you use your fingers only, even on high bpm, though it becomes dependent on finger speed.
I never lift my wrist ever, because It consider anything else being a cheap shortcut and I want my fingers to become faster the proper way.

if you can't stream accurately at all, grounding wrist is a good way to start learning it

unstable rate for spinning is neat. This will certainly help with detecting spin hacks on easy difficulties, though who cares about those anyway.

I block non-friends. That doesn't mean I'm impossible to contact, it only means that I filter away uninteresting people. Interesting people have a tendency of going about it the proper way through visiting my #spectator because that's common sense if you want to be friendly and talk to anyone in osu!.

I heard multiplying windows sensitivity above 6/11 skips pixels, since you use 8/11 it skips by 2 pixels. Does this in any way affect your aim when playing?

It's hardly noticeable for me at the moment
