I think it depends what a lie and how big the situation is, just as it is bad to lie in any situation.

Never. I use to lie a lot because I was raised like that and I swear that it only made it worse. But I guess a possible "okay" time you could lie would be to a person that couldn't handle the truth so much that they would harm someone or themselves.
