According to a 2011 UNESCO report, Pakistan's combined eduation rate at all three levels is 45.7% among the population aged 15 years and above. There are three levels of primary, inter and then graduate. If we only look at graduates ratio, it's only about 9-10% approx. So the thing is our governments have completely failed to provide adequate jobs for this small proportion of graduates and our population is 208+ million.
