It's a last resort that usually results in terrible quality. If you're absolutely out of schedule, then digital 2nd key - tween - coloring outsourced to China will get it done in 2-3 days and you get to enjoy wonders like Twintails.

No. Normally episode directors aren't involved in pre-production. The director is of course supposed to be there every meeting related to the (contents of the) show.

Let's make it clear: in this industry even just "sometime overdue" counts as great (since it's not "always overdue"). For short schedule shows that don't put a big focus on muh sakuga, of course the former are preferred, while for sakuga festa shows with preferably big budgets and long schedules, the latter.

What are the main reasons for recap episodes from studio's pov?

The scheduled episode didn't make it on time. It's usually a disaster nonetheless, since latter episodes have to be reformatted too, as the remaining story has to be fit into one less episodes. Negative spiral at its worst.

There are overseas studios who do quality work and there are animators in Japan who don't.

Yes of course. It is possible.

Would translating something E-J be about the same difficulty as J-E for you?

Due to a lack of experience it'd be much harder.
