It totally depends where you live! If you are a Filipino citizen and you're only 18 which is the age of consent, you'll need parental consent. If you're over 18 but below 25, you'll need parental advice. If you're over 25, well, you can marry whoever you want, whenever you want, as long you're ready financially, emotionally, spiritually and mentally. :)
