How do I make actual good community videos? I feel like whenever I make one, they're really bad D:
Talk to the person you're doing the video with before recording, so you can be hyped up and in a good mood before you start. The more fun the two of you are having, the more fun the audience will have

Maybe. I'm more of a fan of games that just involve us four, rather than other (and much better) players online. It's totally up to Joel what we play, though
Do you ever stream on twitch? i would love to watch you stream. I know youre gonna hate my saying this, but I would love to see a "New guys" stream with you, matt, and lindsay. Do you think the chat would have to be disabled because of the cancerous youtube haters? w.e. i'd love to see you stream!
I used to stream gmod with my friends, and Fallout 3 by myself. I plan on streaming again sometime soon. Also Lindsay's been here a loooot longer than many people in the company, so I don't know if she'd fit in a "new guys" stream.
For getting a video below 250mb by changing the bit rate, do you recommend sliding it until it says estimated file size is under 250, or are there certain numbers i should use? What's too low?
It's up to you what's too low. Just watch the quality of the export and see what you think. If it looks extremely pixelated... it's too low. As long as it's under the 5 minute mark, you shouldn't have to kill it too much to make it the right size.
