Ogres are just too much of a problem for most clans to think they're worth keeping as prisoner in large numbers, their physical power, insanity and resistance to pain makes them difficult slaves to keep in check.

She didn't learn much from the Red Moon, no, her magic isn't really Sunbringer magic either. Jareth isn't quite sure where she learned her weird golden lightning powers from.

I've dropped a few hints in the quest already, but long story short, the continent to the west got overrun and destroyed by innumerable goblin hordes. It's Gobland now.
Fortunately for everyone in the Great City, goblins are deathly afraid of water and do not sail.

When they feel the urge, or at the end of lengthy and tense negotiations.
It should also be noted that some dragons are less territorial and solitary than others. There's a rather infamous earth dragon out there who is known for his seduction of female dragons the world over, and female non-dragons for that matter, some of the things he's mated with can't even produce offspring with a dragon, he just does it for fun.

In dragon v dragon fight, would lamia cultists help "their dragon" by healing them or placing beneficial spells on them? What of others fighting the enemy dragon?

They might aid their dragon before the battle began, but not during it, and they would not assist others attacking an enemy dragon.
Think of it this way, dragons are sacred, battles between dragons are sacred, lamia dragon cultists believe that they have no part in such battles and to interfere is blasphemy.

They will not directly assault a dragon, including by attempting to trap/bind/restrain them, and they won't mess with the dragon's spells.

They would follow what the dragon told them to do, but they would not directly attack Slaagyr. They would quite happily murder the fuck out of his followers though.

Yes.
Lamia dragon cultists will not attack a dragon, even if it's an enemy dragon to the dragon they worship, so when two dragons with cults go to war, the cults just fight each other and try to keep out of the holy battle between two dragons.
