well since you're really close to her, why won't you give it a shot? Just tell her how you feel, if you never try, you won't make any progress. If she doesn't like anyone, or if she has no chance with the guy she likes whatsoever, you should just tell her how you feel about her, not telling her is just the same as telling her and being rejected, I think you should go for it.
