corruption and incompetence in many countries flows down and is allowed\encouraged by the people on top. the political culture set by putin makes these tragedies more likely to happen. our government doesn't care for basic life safety systems and enforcement, humans are cheap here. fun fact: there was a major club fire in romania in 2015, and protests led to the resignation of the pm. can you imagine this happening in russia? now one of the narratives on the main russian media outlets sounds like "dear god, i'm in despair! those bloody westerners are heartless bests. how dare they respond to our loss by expelling our innocent diplomats instead of offering their condolences?! way to rub salt in our wound, evil westerners!" they have already accused the opposition of discrediting authorities with protests and said that the fire might have been an arson arranged by meddling foreign agents. at this point i'm surprised they haven't blamed isis or the jews
