Do 750 skins get their own art or are they always merged with the other set?
It depends on the skin. World Championship skins share a splash since it's a cohesive set. If we release 1 750 RP skin, it'll get it's own splash. If we release two 750 RP skins, but they don't share a thematic, they'll each get their own splash.

The rate at which riot is putting out skins is crazy and really impressive! At this moment, could you estimate how many skins are in currently in development. For more clarity, ones outside of brainstorm and actual tangible work has been done.
There's easily 4-5 skins in development at a time. :]

Enemies will see red orbs on the new syndra skin, why not switch it around so that you see red orbs and enemies see purple orbs?
The purpose of the red orbs is to show they're enemy orbs, so if you have two Syndras in a game, you know the orbs you should be interacting with.

Why wont you give change rengar a cape? And why wont you Cant you just increase The price so you can give re call animation? I love rengar and just geting a skin for him makes me happy but his skin is just not fitt. Plz for we that love playing rengar dont care so much of the price plz change rengar
When we put content such as skins on PBE, we don't change scope of the skin. We don't want to create a false precedence that we'll always change a 750 RP skin to 975 RP because players want x,y,z added to the skin.
We strive to create various skins for a champion, and with that, skins that fall into various price tiers so that if someone just wants a model change, they have that option - same is the for someone who wants all the bells and whistles.

We do listen to a lot of player feedback! Blood Moon Elise is an excellent example - we changed the color of that skin three times based on player feedback.
We also added a jade dragon tattoo to Firecracker Jinx due to player requests.
There's a fine line between actionable feedback and subjective feedback, and when listening to player feedback, we have to make decisions on which feedback is something we absolutely have to change (i.e SSW Thresh's recall not playing properly) and more subjective items like someone disliking the outfit a champion is wearing.

Love the Syndra skin, reminds me of the queen of hearts from Wonderland (it's the wonderland person again). I main Syndra and I think the skin is beautiful and doesn't need particles in my opinion.

Focus on bouncing your heals off enemies to heal allies. Use your (E) on allies (especially your ADC) when they're chasing 'cause of the slow! Position your bubble to be where they're running, not where they currently are, and if you can, use your ult to stop enemy ults (Malzahar, Nunu, etc.) Also, she gets a crap ton of assists, so Mejai's isn't the worst thing ever on her. ;)
