Hi anon! To start a blog it's really simple I guess.
1. Think of a good URL that you think would stick because it'll be annoying if you start getting followers and then you are really not satisfied with your URL and have to change it
2. Pick a blogging platform, create a layout: banner, social networking buttons and just basically customise the site to how you like it.
3. For a fashion blog, I'm assuming outfit posts (well a blog like mine); I'd recommend using a DSLR for your photos and making sure you have someone to take photos for you, or you can use self timer and a tripod if there is no one who can help you.
4. I recommend getting a LOOKBOOK.nu account as well, apparently it helps with your traffic in the long run and also commenting on other people's blogs; basically networking and stuff
5. Make sure your posts are genuine, as in be as YOU as possible, don't focus on the blog being for the followers and the traffic but moreso for yourself!

Is say it's a really nice place to browse and a really nice environment and even though the clothing is quite expensive (one teaspoon and other places) it's really nice to look around and stuff! And there are really good vintage shops there as well. Just walk along Crown Street and yeah you'll find really good stuff :)
