How many lives do cats have on Gallifrey?

There is only one cat on Gallifrey, but since it draws artron energy from the Eye of Harmony, it actually lives in a state of temporal grace and is immortal. You could say the Cat has an infinite number of lives, changing personas and physical characteristics - even gender - whenever bored, which is frequently. In short, all the (potentially millions of) cats on Gallifrey are actually just the Cat on different points of its personal timeline.
Fun Fact: It is a Gallifreyan legend that one of the founding Time Lords, Omega, had a particular dislike of the Cat, and in a fit of cruelty, tried to rid the planet of its presence by uploading it into the Matrix. This action overloaded a relatively primitive version of the APC Net, sending a blinding shockwave of artron energy throughout the universe, in turn absorbed into the DNA of all felinoid life forms - giving present day cats not quite the ability to regenerate - but their nine lives.

If you could witness any event of the past, present, or future, what would it be?

Been there, done that, defeated Cybermen, got the t-shirt.

Do you believe in witches and wizards?

I don't have to believe, I've met a few. However, I've found that those who call themselves witches are harnessing energies using not magic but a different kind of science.
Most civilizations you run into base their science on mathematics, such as humanity, Logopolitans, etc. But some build their scientific knowledge on spoken word. The Carrionites are a perfect example.

Which meal was so good that you can't forget it?

I once shared a humongous fish prepared by the Venerable Bede. He adored fish.

Do you follow your brain or your heart?

Hmmm... hard to say. Which heart are you talking about? Lefty or Percival?

Would you rather live in the mountains or on the beach?

From your point of view, I can do both simultaneously.

What do you think of the Kardashians?

A people with a rich culture, producing breathtaking art and architecture. That is, before they discovered spaceflight and became xenophobic conquerors. Wait. I thought you meant Cardassians! Who are you talking about?

If you could pick an eye color what would you choose?

I'm comfortable with my eye colour, after all, I've had ALL of them. I mean, if you don't like my eye colour, just wait - they'll change.

Do you decide quickly or do you think a long time?

Oddly enough, time is something I never seem to have a lot of. I think and move through situations quickly.

Can you recommend anything to read?

I inspired Herbert George Wells to write The Time Machine. It's not autobiographical, but he kept some elements of our adventure. Some bits of Hamlet were transcribed by me, since Will sprained his wrist writing sonnets the night before. I've never met J.K. Rowling, but I love the Harry Potter books. (I cried!) I'd recommend any of those.
Avoid reading aloud Vogon poetry, Love's Labours Won (which should be destroyed, but you never know), and the Ancient and Worshipful Law of Gallifrey which is such dry reading you'll need to drink a gallon of moisturizer just to stay alive.

What are your favorite foods - you may choose different foods for different time periods.

Though the centuries, favorite foods seem to come and go for me. For a long time, I was really into celery and liked wearing it just as much as eating it. I even went vegetarian for a while, enjoying things like nut cutlets and fungus that tasted like steak, but it didn’t last. In the end, apples and carrot juice ruined the vegetarian life for me. (Besides, Germany’s got the Royal Hamburg and bratwurst to enjoy!)
Fish fingers and custard is an unusual combination, but I still crave it occasionally. Just about anything with a good balance of savory and sweet will catch my attention. I also enjoy spicy foods. Lamb vindaloo with chips unfortunately has not yet made its way into English Court cuisine.
I love a good glass of wine, especially a vintage cabernet, but Henry drinks all the good wine before I can get to it in the evening. Just as well. When looking for wine, I try to make sure it’s good-humoured, maybe even a touch sardonic, but never cynical. Best vintage is California 2054. Speaking of wine, people seem baffled that I’m not much for cheeses and most citrus, but my current Gallifreyan mouth seems to be allergic. As the French would say, le bummère. I actually miss my French kitchen. Julia Child taught me a lot, and in return I made her some spy gadgets.
Still quite partial to jelly babies! They’re a great ice-breaker and highly favored by the Courts that come together in New Market Village. I also enjoy ginger quite a lot. Thinly sliced, or in tea, or candied and covered in chocolate, or as a cold beverage – they’re all wonderful.
What else? Oh, I haven’t spoken much about food available outside Earth. Santraginus IX has a dessert I can only describe as ‘mood jelly’. Its name is unpronounceable by humans, and can have an intense sweet, salty, or sour flavour depending on the disposition of the person eating it. The flavour crystals are so perceptive, the dessert has been known to change its taste while being eaten. Best to keep conversation pleasant when enjoying it.
Satellite V didn’t have much going for it, but there was a beef shake available there, which sounds disgusting but is quite good. My home planet had the Orchard of Mirth, where the trees emitted fruit. Imagine something like a delightful cherry fog. You can’t stay too long though. Five minutes breathing it in, and you feel like you’ve eaten an entire pie on your own.
In the end, I’m really simple when it comes to eating. As you get older, you’ll find meals are just as much about the company you keep as the food. I’d have to say my favorite meal right now is tea. Chocolate oatmeal biscuits and Earl Grey are great, but tea is best because it’s the one time of the day when all my friends are together.

What is your favorite song to sing out loud?

While under the King's employ, I really enjoy singing "Henry the Eighth I Am". It annoys him greatly, especially every time I stretch out 'En-er-y' to three syllables. I've even taught it to the Court ladies. I don't think Henry quite understands the song isn't about him.
I've also been known to sing "Weep You No More Sad Fountains" in bad times, selections from NO, NO, NANETTE in good times, and "Hit Me with Your Rhythm Stick" by Ian Dury and the Blockheads when I'm just having fun.

We all know you love England, especially modern day. What's the runner up for your favorite place to visit?

Victorian England. Oh wait, that's England again.
Er... Oh hey - I absolutely love the Eye of Orion! It's fantastic and brings the happy due to the high bombardment of positive ions. Kind of a bummer though since they built the Time War Memorial on the ruins. It's become a bit touristy. And lately it looks a lot like a cloudy day in Wales.
Ummm... Oh! Barcelona is fun as long you're cool with noseless dogs.
