but then like for eg zone 1: now sec 1 & sec 2s are in the same cell but when sec 2s become sec 3 they'll be in zone 2 & sec 1s become sec 2s which is still zone 1 so the cell will still be the same?
I guess zone 1 is the exception, the reason the zone 1 cells are mixed is for the sec 2s to take up a bit more responsibility, but in zone 2 they want the batch to move up together :-)

In the same cell, no I don't think so cause the pastoral team's plan with the cells is that they want the whole cell to move up together :-) so if sec 3 and 4 are in the same cell then it'll be a bit hard for that to happen
