Furthermore, I saw your Victubia Snake artwork and see that the Metal are controlled in liquid manner. In a scenario where a Metal Magi lost control of the Metal in the middle of liquid state (reforming), would the metal be still in Liquid state or they became Solid state of whatever was formed ?

Liquefying metal is a really tricky thing to do and is considered "advanced element magic". Most metal magi just bend or make simpler shapes of metal (by making metal a bit softer than regular).
Snake is very skilled with liquefying metal because his second element is fire. It makes the metal a lot easier to form.
If metal is dropped when liquefied it will stay liquefied.

Around 5% of magi are shapeshifters. A little more than a thousand magi are shifters in victubia.

After how many years/semesters of VMA (or illegal self training) would a magi start being stable enough to use advanced elemental magic safely?

Students starts trying out advanced elemental magic in year 3 of the basic program at VMA, but to be able to use advanced element magic in a safe and stable way it usually demands at least 5 years of studies.

Will LNC staples like Russ' horn, Justin, describing gay porn plots, and Brainpower make cameos in either The Vox or Victubia?

What particular type of Grey Magic did the LNC people choose to specialise in?

Neither of them were very interested in grey magic. They did some magic bonds studies, but ended up mostly focusing on their dual elements and military training.

Is there any means of a test to see if someone is a shifter or not? Or is it very obvious, like they wake up a cat during puberty or something XcD or maybe every family handles it differently, since it's an inherited thing? How do they figure it out?

If a person is a shifter it becomes obvious during the same time when the person first starts getting their magic.
Shifting for the first time usually happens during emotional outbreaks or when the shifter gets startled, but it can also happen in their sleep (imagine waking up and having paws or antlers? XD)
The first shifts rarely lasts long tho as hormones and feelings tend to flicker a lot, making the shifting a bit unstable.
If a child is a shifter, there's a big chance that someone else in the family is also a shifter. Someone who probably knows how to deal with it in a good way, and have good knowledge of it.

Is Wiishu and Amy gonna be in Victubia? If they do, will they have any powers?

They might get a cameo. :) I have not decided any powers for them.

A non-magi can be a part of a magic bond, but can't initiate it.
A non-magi can also be a part of a possession, but sadly only as the possessed victim.
