No, dual magi are more rare than shapeshifters.
Around 5% of magi are shapeshifters. A little more than a thousand magi are shifters in victubia.

Students starts trying out advanced elemental magic in year 3 of the basic program at VMA, but to be able to use advanced element magic in a safe and stable way it usually demands at least 5 years of studies.

Neither of them were very interested in grey magic. They did some magic bonds studies, but ended up mostly focusing on their dual elements and military training.
If a person is a shifter it becomes obvious during the same time when the person first starts getting their magic.
Shifting for the first time usually happens during emotional outbreaks or when the shifter gets startled, but it can also happen in their sleep (imagine waking up and having paws or antlers? XD)
The first shifts rarely lasts long tho as hormones and feelings tend to flicker a lot, making the shifting a bit unstable.
If a child is a shifter, there's a big chance that someone else in the family is also a shifter. Someone who probably knows how to deal with it in a good way, and have good knowledge of it.
