Some of them are. Some of them aren't. I've noticed they try to "reach across the aisle" but only to cucked republicans, it seems. I think the alt-right is trying to reinvigorate boomer conservatism. I personally don't see it as a fruitful endeavor. The entryism is more likely to affect the composition of the alt-right than the beliefs of regular conservatives.

To what extent does art reflect the health of the culture that produced it?

I think it does reflect quite a bit. I'm no expert on art but here's a sleep-deprived tangent I think is relevant. The other day I was trying to explain to somebody that some very modern statue along the street that looked like metal tentacles coming out of the ground was trash principally because it had no tradition which unifies the (hodgepodge of) people looking at it. It exists there and everybody looks at it with equally alien eyes. Nobody is going to feel more White or more American or more Christian or more a-member-of-any-ingroup looking at this statue. It certainly isn't "Euro-centric" and I suppose it wouldn't make much sense for it to be because of the hopeless impossibility of the diversity problem here. There is no commonality to be found or made so they throw up these very unsightly pieces of bent metal a because I suppose they think there should be some kind of art there even if they have no real, coherent theme to them.
There are those splatter paintings in museums here and people sit and stare at them and take photos as if they really mean something. I suppose they're meant to represent discord. They certainly don't represent Aryan beauty, motherhood, chastity, the joy of duty, or the love of Jesus Christ. These "paintings" are randomly thrown together and people actually identify with them. Perhaps they feel randomly thrown together. I don't know.
Alienation and chaos aren't exactly creative elements in terms of culture or civilization. I think you could reasonably say such displays represent a degeneration.
