It depends. There are some matters where trust can be so broken and betrayed that a second chance is simply unwise. Pedophiles, for example, don't have a good track record of "getting better," and therefore it's unwise to give them a "second chance" to be around vulnerable children.
Where we can wisely, safely give people the benefit of the doubt, it is good to do so.
