A VPN is, to the best of my understanding, a type of network that is specific to individual devices (computers, tablets, phones) and makes up the identifying mark that says 'its this device' whenever you use it for anything. For example, if you watch a YouTube video, YouTube takes your computer information (vpn, ip address, location) and stores it, registering that you've visited.
So, that's why we say if you're trying to increase the YouTube views, you need to use a vpn changing program or manually change your ip adress so that the website doesn't recognize your computer as having already visited the video. Using a new ip address every time ensures that a new view is registered with the website. We also say to delete cookies often because those also register you having accessed the website.
