No it means whoever you are trying to call has a prepaid cell line and their monthly service card has expired and they need to purchase more air time from their prepaid carrier

I had Verizon like ten years ago and never encountered that so I googled it, most of what I saw says that it's because of nonpayment or technical error. I'd try another phone to call Verizon customer service and get them to look into it.

I don't know you can call support or download the app of ur line such as t-mobile from app store or Google play and it have help field and support field you can use them
