Not at all. The pigeons wouldn't be there if they were starving, pigeons simply relocate to someplace that they will be fed often. Unhoused humans are typically in circumstances where they have no choices or capabilities to relocate to a better location so it is important them to help them out. The pigeons will be fine, the humans probably won't.
