It removes and adds material. Type 3 hard coat adds more.

Production, none. Prototype.... That's a different story
My Protostar is responsive? No thick lube and stock bearing
I could list 100 things that could make this occur but commonly it would involve the bearing. Make sure it is free spinning. If it is not carefully remove it and clean it. Spacers in the bearing? Take it all out. Clean it as one unit.
Make a yoyo with turning point? Like a collaboration to make one amazing yoyo?
