Ask yourself: If I make "the" move, what's the worst and best thing that can happen? If I decide not to do anything, what's the worse and best thing that might happen? Which "best thing" is better? Which "worse thing" is worse? Are the amount of things to gain enough to risk allowing the worst to happen? Is the worst really not that bad at all? Take your time to weigh things and decide.
But remember this: Fear is temporary, regret is forever (if there is such a thing). ;)

How do you know when the right time to make "the" move is?
Uhhh not really good with stuff like this. All I can advise is that if you wait too long or if you always wait for the "right time" it might never come so if you're sure you really wanna do it, you might as well do it while you can.
