That’s a tough one

Because she doesn’t love you if she did she would receive it.

Maybe she isn’t used to people expressing their love for her and has spent the vast majority of her life receiving the opposite of love. But with time, she might be more willing to accept the love you offer her as she gets used to you showing that you care about her and love her no matter what.
