Would you say 12k is enough money to have a new start and start fresh somewhere new

When I was 17, I moved to another city on the other side of the country. I only had $600. That was enough for 2 months rent and food, obviously. But this was not enough for life.
After that, I was moved 5 times to another city and another country. And now I plan to move to another country. So I guess no matter how much money you have. If you want to start a new life, you must think about your to-do list.

How much money do you need for rent? For food? For life?
