not exactly. they were both an avatar, but they're different reincarnations. there's a huge spiritual element to this show. korra can communicate with the past avatars spiritually because they're all connected through the avatar spirit. i'm not sure if i'm good at explaining it, but it does make sense when you watch it

yes, when an avatar dies, a new avatar is born. the new avatar has to re-learn the elements but they're able to seek council/wisdom from their past lives, usually by meditating. i think it's about 70 years? two generations. korra's mentor was aang's son.
whats LoK about?
well it's a spinoff from avatar: the last airbender. basically the premise of the story is that there are four elements and certain tribes/nations of people can control them; the avatar is the only person who can master control over all four elements. legend of korra follows the avatar and she learns to master the elements and fight evil forces from both the spiritual world and earth. it's really cool, you can probably just watch it but i'd suggest going back and watching avatar, too. old characters and stories are referenced a lot in the spinoff series.
