I've been thinking about my char not being good enough to apply diff strats like "play patient or rush" but also that maybe I'm just not good enough to apply the strats and my char is fine. At what skill point should the idea of "Maybe my char isn't as flexible as I think" enter vs "Just git gud"?

It's not really a skill thing, some characters just aren't designed to pull off certain strategy. However, if they have a tool(s) to pull off said strategy, maybe you gotta be creative and figure out how to apply it. It's not the question of "git good" or "flexibility" if that's the case. It comes down to creativity if the character has access to those tools.
Now, if they don't, you'll have to learn how to work around the limitations of your character and run their game plan. In your own unique way so that you're not easy to read. I hope this helps.

why don't you stream more often?

My work schedule has been really bad as of late, I want to stream from my account but my PS3 was getting repaired so I've been playing on my Roommate's account. I should be back on my PS3 soon though.
After that, I should be fine with streaming again. Also, getting the Steam version of Xrd to stream properly is a pain :(

What do you think of killer instinct and what do you think about all these fighting games coming to pc ?

I don't have much of an opinion of Killer Instinct, I don't really play it (No XB1) so my opinion wouldn't hold much weight but it does look like a fun game. Also with all these fighting games coming to PC, it makes them much more accessible to people who do not have consoles or a specific console which is cool!

What do I do? I've been playing fg seriously for roughly 4 years but I can't even become decent. I lose to random scrubby players all the time because I have no idea what they'll do & I can never get a read on someone. Since it seems I just cant adapt to people am I doomed 2 be bad forever and quit

First off, If you're losing to "scrubby players" doesn't that mean they're doing something right or you're doing something wrong? So I wouldn't say these players are scrubby if they're beating you. When it comes down to it; You haven't fully grasp of the things you've learned playing whichever games you're playing and/or, you're not utilizing the tools you've been given properly. Maybe you haven't found your niche for FG's ATM and trying to work off something you may not have a skill for, yet. You may not be a read-based player and may have to try another route by playing by controlling the pace or a high-pressure okizeme play or something else.
I've been grinding for years and still lose to people as well, hell people in my scene always pass me up in skill and I do get frustrated about it, but I'm a slow learner and have accepted that's going to be a thing. People learn faster than others, people know what they're good at early in and, some people are just really good at adapting or finding a player's weakness to exploit. So don't let it get to you if you're playing and slowly improving which could be the case; maybe you're a slower learner than others.
I used to be the same way (attitude-wise) and I still have my moments as well when I see it happen but frustration will be a part of playing the game. It means you see something you don't like but it's up to you to figure out how to deal with that problem. Look at your wins once, and your losses three times over, that way you'll understand why you aren't winning those games and it will sink in and stay in your head to help find an answer.
Nothing is hand given to you, you need to work like everyone else, if not work harder. So sit back from the game for a bit, maybe a few days or a few weeks to get your mind off of it and approach it with a clear mind when you play next time.

Easily Chipp. Speed, mobility and tons of options. I like having a large branch of options so when I come across a situation I'm not stuck. However, the trade-off is that you don't have much health for it, which is fine. If you play it right you don't notice the flaw.

School, FGC Events, Downtown, pretty much anywhere people are social.
