What Does Ar7 8 9 10 etc ... mean ?

Approach rate #; how fast the approach circles move. OD (Overall difficulty) can affect how the circles appear as well. AR / OD can be difficult at certain BPM; such as 300 BPM AR9 OD7, a lot more notes appear on screen compared to 180BPM AR9 OD7 resulting in note locking. So a method to learning high AR is to play high BPM with high AR. The notes are easier to read than low BPM high AR. However if you want to train your aim then doing the opposite, playing low AR high BPM, will help.
Try messing with maps in the editor and you will see what I'm talking about. My advice is to try not to become dependent on specific AR and instead go by the sounds to determine your hits. If you're struggling aiming think why you're missing the notes and if you're moving too slow or too quickly. If you can understand what each note is timed to then it really helps with consistency.

What's the best way to toggle my local offset? I've used the offset wizard along with peppys offset map and after a few tries it still feels "off"

You got universal offset and local offset mixed up.
Universal offset is in your options. I would recommend 0 since there is no reliable reference to offset with.
Local offset is dealt with while you play (you press +/- to change it). You can go into the editor and use the timing section; record it with audacity and you can measure precisely what the local offset should be.

what beatmaps would you recommend to someone who is just starting to practice ar 10.3?

Search: AR=9 BPM<=*insert comfortable BPM to play with DT*
Spam whatever maps that come up. You'll get the hang of it. It's good to try a variety of maps instead of grinding a couple.
I personally spammed high BPM ar8+DT a lot then I played a lot of high BPM hard rock. After a while I just slapped DT onto AR9 just to see if I could follow it and I could. I'm still improving at it very slowly, soon I feel I can FC 220bpm ar10.3 maps (there's not many lower than 220bpm). So speaking of that, as a side note be sure to learn how to stream up to 220bpm at least before you try to deal with ar10.3; you will have access to a lot more maps to practice if you can do it. If you can stream at 230 or 240 that makes it even better.

Stupid streams; they're more fun to pull off than jumps. Jumps seem to be one of the easier things in osu!

Was is the best way to git gud at osu?

Fix any problems with your PC which prevent you from playing correctly,
Correct your posture/technique/settings if there are any problems or pain,
Learn to listen to the music to sync with the beats,
Practice using only your fingers to single tap (both of them),
Play a variety of maps not just the ones you like,
Learn your mistakes and how to correct them.
Monitor and maintain full control over your muscles so you don't tense up.
Take breaks every often so you don't hurt yourself (short 10 minute ones or as long as a week) the rest can help you forget bad habits sometimes or ease muscle tension.
Do what everyone else does:
Keep playing.

Why are most Osu admins such faggots?

It's possibly because they use the osu! Community as an outlet; seeing as they probably lack control somewhere in their life, so they lash out at others to make themselves better. That or they're retarded, I have no idea honestly, because I've barely interacted with them to know their true nature. From what I've experienced and what I see from others some of the admins truly aren't for their position.

What was the avatar that got you a 42hr silence?

It was peppy's current avatar inverted and upside down. I had it for a month before someone WITHOUT WARNING removed it and silenced me. I can't find it anywhere stating we can't use peppy's avatar. I've heard of people having their avatars removed because they were literal pictures of peppy. The admins for osu! Are abusive as hell. A lot of people have quit because of how shitty they are. Not all of them are bad though, don't get the wrong idea.

i'm confused, do you do full active area (huion k58) and fullscreen osu? isn't that a HUGE area to move around in?

Yes I do, but I change the screen area to match the aspect ratio of the tablet so the sides are cut off. I don't really have a problem with it, honestly at times it almost too small. I was using a larger tablet before I got the k58; I was using the Wacom intuos medium. Also I have my monitor about 2 feet away so it feels better to aim.

Hey I play on 6400dpi with an accuracy of 97.08% and a global rank of 200000 ish would you recommend stepping down the dpi to 1600 ? (I have been playing for 2 and a half months and can ss hard songs)

Funny. I was going to reply to your thread (I'm assuming this is the same person) but couldn't because I got silenced for a ridiculous reason.
Yes. Put it to 400-800 dpi. 6/11 in windows (anything past it skips pixels). 1.0x raw input on osu! You'll struggle at first but it will be worth it in the end. You may have to get a larger mouse pad. I'm certain you're also aware to disable mouse acceleration everywhere.
Also related: disable desktop composition or play full screen. Check your DPC latency (audio latency basically) and resolve any issues with your computer. Fix your osu! Offset. You can use latencymon to troubleshoot it. If possible uninstall your current sound drivers and install asio4all; it handles a lot better. On the topic of drivers make sure all of yours, including your bios, are up to date.

Depends on what size you want.
The tablets get 5ms of latency at 200rps. The difference from 200 to 230 rps (their high end tablets) is ~0.7ms. The difference from 200 to 133 (Wacom) is 2.5ms.
Huion gets raw input for osu! (1ms latency to osu!) While Wacom doesn't (based lazy peppy)
The battery operated pen (thick, "heavy") seems to last a long time, but I heard the rechargeable one (thin, "lite") doesn't hold itself really well.
Be sure to go to their website and install the drivers from there. Be sure to change the screen area or game resolution to match the aspect ratio of the tablet's active area. You can do the opposite and match the tablet area to the screen/game resolution's aspect ratio but that would waste part of the active area's space.

Make sure you use a comfortable grip that doesn't cause strain. I use my fingers and wrist for fine movements and then I pivot arm at my elbow if it's a big jump. Also make sure the screen region matches the tablet's aspect ratio of 16:10. If you play on 16:9 and use force proportion then it cuts a bit off the bottom of the tablet area, making it essentially a smaller area than actually playing full tablet.

Where do people even take the word 'galloping' from? It's not even used as a term in osu! but only in stepmania

It's like going too fast and then getting an in intended pause. So instead of hitting like z-x-z-x-z-x you hit like zx-zx-zx-zx or zxz-zxz-zxz-zxz. Sometimes you can randomly gallop mid-stream due to stress. Getting nice evenly timed hits at high speeds can be very difficult especially for long sustained periods of time. Some people even do it without realizing it and it can kill their stamina/speed/acc pretty quickly.

I find that when i start streams/doubles/triples with my index finger(non single tapping finger) i can't stream properly, and when i stream the way i normally do (middle finger first) whenever i get near my peak streaming speed i get a galloping motion. Can i fix this by playing with index? or not

These two are separate. Practice more with your index finger and once you get better at it, mix it up constantly during a song so you can stay on your toes. Play djpop maps and do this, it becomes a lot of fun in my opinion.
As for galloping you'll just have to slow down your movements and think a lot about what is causing it. Usually it's because your dominant finger is holding the speed while the other finger just follows through. It takes a lot of practice, just make certain your streaming motions give equal time for each finger. Try slower maps and only lifting your finger once the opposite has hit a note so there is a short moment where both fingers are on the keys. This will make you think about the rest time in between notes.

In English it is a double negative technically which in turn is a positive. I was just using a bizarro peppy avatar just because. No real rhyme or reason behind it.
