Why they said, eyes is the window to the soul?
It’s kind of a weird expression for saying that the eyes of a person are supposed to give you insight into their inner world - their feelings, thoughts, etc. So the general idea is that if you look into a person’s eyes you get an idea of who they are. If you ever looked someone in the eyes and thought “he/she looks like he/she/ is happy/sad/mean/nice” then their eyes gave you a lot of information about the person’s emotional state.
