No, it wouldn't be Microsoft's fault. It'd be either yours or your motherboards manufacturer's. If the fault happened 2-3 months out of box then call your motheboard manufacturer, if it happened in a home built PC or a secondhand PC then you're shit out of luck because user error is a thing.
