I definitely think so. This is all coming from my own personal observations and I don't have any facts to back this up, but I'm certain that the huge success of NEKOPARA with Western audiences has made other Japanese developers, both amateur and commercial, start to regard English releases as a worthwhile investment. We've even seen Key not only sign deals to have some of their most popular titles localized, but also promise to release a brand new game to English-speaking audiences BEFORE JAPANESE. This is huge, and was unimaginable just a few short years ago. I know this isn't a particularly useful answer since I can't give any hard facts, but from my own observations of the community and industry over the past few years I would say that the success of NEKOPARA as the first VN/eroge to do a simultaneous multi-language release was a huge turning point. Concrete sales figures speak to companies in a way that fan campaigns never can.

Censorship is a tough topic, and it's hard to really predict what will happen and varies a lot depending on what your definition of 'censorship' is.

If you look at a case like Jast's censorship of 'Starless', as bad as it is, it makes sense. They need to protect themselves and customers from running foul of the law. I think it's poor policy and hurts your customer's trust to license games in the first place that you will have to censor, but that's just me. There is a degree of self-censorship that goes on that customers will never see when picking titles, even at MG, but this is because some titles may simply be too much for the market to accept (extreme content, loli characters, etc). But no matter what, It's never a decision made lightly.

I think the mainstream shift of releasing all-ages titles through steam are a bigger issue however. I doubt Mangagamer has any intention of not releasing 18+ versions of games when available (and when we're able to), but I'm not so sure that trend will hold for other players the industry. The economics of doing both versions may not always make sense. Is it likely the English 18+ release of Nekopara being sold at DLSite and on Denpasoft's site compare to the steam backed sales of the all ages release? Will Grisaia's post-kickstarter sales of the 18+ version compare at all to those of the all ages? I worry they won't. I don't have a lot of data to back this up, but all ages games have been doing really well on steam. Go Go Nippon and Sakura Spirit have sold far and beyond more copies than likely any 18+ release in English ever has. Even Mangagamer's steam release of Cho Dengeki Striker all-ages outsold the adult version (even with the somewhat out-of-touch pricing on steam).

So I'm pretty sure we're going to end up seeing more moenovel type situations in the future; instances where Japanese companies are eyeing the English market and worried that an 18+ version of the game will 'taint' the games brand, and that the game will be worse off for it. Given how gaming media reacts when adult content is involved, I'm worried that that kind of thinking might actually be correct in this market. And that's concerning.
