That's pretty much what a lot of people think. I don't think that the developers would make AI accounts and ask the questions. I think it's just how their system works. Their system generates questions.

Probably true. They probably have their employees send out questions as well.

That may be the case for some questions , but there are some questions that are being asked by those who aren't the creators of askfm.
