If you have only a 100 rupees in your pocket, will you spend it on food or travelling in the metro bus.
Why not distribute these laptops later, why not introduce Metro bus system later and focus on providing basic necessities. Why not spend all that money on the government schools for a better Pakistan.
What is more shameful is that now they are accusing it to be baseless and fabricated by the rival parties instead of taking a strict action against those who are responsible.
