It depends. If you're the female you should make yourself noticeable but not flirty, or act desperate, because most men don't like that. They should be the chaser. The one who should find his love. The girl should be interested but not desperate. That will make him feel that you're easy, & you will flirt with every dude you see. The man should chase. Not the woman. If he likes you. He'll talk to you. Then it's up to you to except, decline or play hard to get. If he truly wants you. He'll keep at you until you give in. If he gives up. Then obviously he wasn't for you, & he didn't want love. He just wanted to get in your pants.
