Keep it , idk who dropped the wallet in the first place so how am I gonna return it . Lol

I would return it.

I would look in it and take it to the address on the ID. I wouldn't take anything out of it. I've lost mine before and been stolen, I wouldn't put someone through that...

Nearly 99% of the time return it without disturbing the contents. Most people are out there just trying to get by, rather not make it worse

If there is identification, then of course I am going to turn it in. I have done this already.
