Not everyone has to be good at everything, especially languages. I remember myself when I came to England with terrible English and then I started to use it every single day and it got better and better.
And don't be afraid, many people out there are willing to help you.

Not sure the exact definition of broken English. But if english isn't someone's first language or if someone wasn't taught it right or has a mental/learning issue then it's fine. If you know how to speak fluently in English, speak it normally.
