Imo in the 2007 show, Heidi overshadowed Selita wearing the fb, with those wings and radiant presence! If VS wanted the attention on Selita, they shouldn't have given Heidi (a model with such presence) so impressive wings. Not saying Sel didn't have presence, just Heidi had more due her experience

If you look closely, in VS 2015, during Lily's walk in fireworks she's not wearing a neckpiece until she passes the Weeknd and suddenly she is xD
It's because the show is filmed twice. And takes from both shows are used in the editting. In one take she was wearing it and in the second, she isn't. It's happened before, not the first time :)
