It depends on the argument, I think the kind you can come back from are more a sign of a passionate person, it's when the boundaries of both parties get overstepped that they can be a red flag.

To an extent but in my last relationship it wasn't healthy because I would voice what I think needs to happen for it to improve and they ignored me.

It’s normal. It’s healthier than having no conversation (about needs, wants etc).
It's normal to bicker and disagree but full blown screaming matches are never healthy.
