Since the devil is one person, the singular possessive apostrophe would make it 'devil's' as opposed to the plural version, 'devils'' which implies more than one

In this case the song refers to devils as demons, soldiers of the underworld, or commonly used as a metaphor for one's problems or thoughts that are haunting oneself.
Therefore, devils is plural.
