You send questions to other users either by sending shoutouts (your question goes to every user on the app) or direct questions to specific users (either go to their profile or choose from those you follow). In return you answer questions from others using the shoutout feature or direct questions from this that follow you.
The creepy questions are probably from people using the shoutout feature. The anonymous feature let's people be creepy. There's a setting under your settings that will turn off anonymous questions.
