Aah yes, it's so debateable this. I think that there is a possibility yes. I find it extremely hard to believe that in a infinite universe only one form of life exists. However, I think they won't contact us for a long long loooooong time. After all, when they look at our planet, which is millions and millions of light years away, they are just going to see the dinosaurs no? I wouldn't want to contact thEM trust me.

Personally, I am 50/50. I think if it's ok with the families, then yes go right ahead. Also, criminals are still humans, so they too should be asked if it's alright with them.

No. Definitely not. What should be eradicated are shit caretakers and social workers. It's not the kids' fault they were put there so treat them with decency. Try to understand their situation instead of labelling them and making them feel like dead weight. Seriously, if they have a poor upbringing they are more likely to cause problems when the grow up.
